The Steel frame ( the admn services in India ) has rusted beyond despair ?

I agree that the top echelon in all departments are clueless to solve the problems of the country. They are all corrupt and self seekers. Some kind of a movement is long over due to revamp the entire system. A kind of a total revolution is required to launched without any wastage of time.
